Highlights from the NPFMC Meeting in Seattle

The North Pacific Fishery Management council (NPFMC or Council) is moving swiftly through the agenda items during the meeting in Seattle this week, while taking a full 8 hours on the halibut prohibited species catch agenda item. The Council motion on this agenda item is to move the document forward and to release the (environmental assessment/regulatory impact review/initial regulatory flexibility analysis (EA/RIR/IRFA) for public review while incorporating some suggestions from the Scientific and Statistical Committee.

NEWS RELEASE
CLOSURE OF THE EASTERN SECTION OF THE SOUTH PENINSULA DISTRICT TO TANNER CRAB FISHING
EMERGENCY ORDER NO. 4-S-13-12
All remaining open waters of the Eastern Section of the South Peninsula District will close to
Tanner crab fishing at 5:59 p.m. on Friday, February 3, 2012. Catch reports indicate total harvest
will approach survey estimates of allowable Tanner crab surplus. Further harvest is not
warranted to protect the long-term health of the Tanner crab stock.
All pots within the Eastern Section of the South Peninsula District must be unbaited with doors
open at the time of the closure. Unbaited pots may be stored in the closed area in waters deeper
than 25 fathoms for seven days. After seven days, all pots remaining in the closed area must be
removed from the water or placed in waters less than 25 fathoms deep.

CLOSURE OF PAVLOF BAY AND JUDE ISLAND IN THE EASTERN SECTION OF THE SOUTH PENINSULA DISTRICT TANNER CRAB FISHERY
EMERGENCY ORDER NO. 4-8-4-12
All waters between 161° W. longitude and 162° W. longitude in the Eastern Section of the South Peninsula District will close to Tanner crab fishing at 10:00 a.m. on Thursday, January 26, 2012. Catch reports indicate harvest will approach survey estimates of allowable Tanner crab surplus. Further harvest is not warranted to protect the long-term health of Tanner crab in this area. All pots within the closed area must be unbaited and doors open at the time of the closure. Unbaited pots may be stored in the closed area in waters deeper than 25 fathoms for 72 hours. After 72 hours, all pots remaining in the closed area must be removed from the water or placed in waters shallower than 25 fathoms. Vessel operators are not required to deliver crab harvested from the closed prior to targeting Tanner crab in other areas of the Eastern Section of the South Peninsula District that remain open to Tanner crab fishing.

2012 CHIGNIK DISTRICT TANNER CRAB SEASON DAILY REPORTING SCHEDULE
Due to the number of vessels expected to participate in the 2012 Chignik District Tanner crab season, voluntary catch reports will be taken between 6:00 p.m. and 7:00 p.m. daily. Information provided in catch reports should include area fished, number of pots pulled, and number of Tanner crab retained during the daily fishing period (8:00 a.m. to 5:59 p.m.). Catch reports will be taken by ADF&G in Kodiak by phone (907-486-1840), satellite dispatch (7894), email (mark [dot] stichert [at] alaska [dot] gov), or relayed through other participating vessels using encrypted code sheets.

2012 CHIGNIK DISTRICT TANNER CRAB SEASON TO OPEN JANUARY 25
The National Weather Service (NWS) 4:00 AM 48-hour marine forecast for Area 155 on January
23 contained gale warnings. Therefore, the Chignik District Tanner crab final registration and
season opening will be delayed for 24 hours.
By regulation, the start of the Chignik District Tanner crab season may not be delayed due to
weather for more than ten days. Since the season opening was delayed through Tuesday, January
24, final registration will begin at 12:00 NOON on January 24 and the season will open at 12:00
NOON on Wednesday, January 25 regardless of the marine weather forecast.
All participants must validate their Chignik District Tanner crab registration with the Alaska
Department of Fish and Game (ADF&G) prior to participating in the fishery. Final registration
will occur at the Harbor Master’s office in Sand Point or by fax from areas outside of Sand Point
starting at 12:00 NOON on Tuesday, January 24. The Kodiak ADF&G fax number is 907-486-
1824.
Participants are advised that the master of each vessel is ultimately responsible for the safety of
the vessel.

Finance Committee Already at Work on Budgets
At work right out of the gate of the new session, the full House Finance Committee has already convened for two hearings. Both meetings were basically big-picture views of the governor’s spending proposals this year, so the subject matter included appropriations in not only the Op-erating and Capital Budgets but also funding associated with the Mental Health Budget and the General Obligation bond bill that’s before the legislature.
New Edgmon Legislation Introduced for Low-Interest Entry Permit Loans
This session I introduced a new bill that would amend the Commercial Fishing Loan Act to allow lower-interest loans for entry permits under Section B of the revolving loan fund. We’re looking forward to a first hearing on the bill next Thursday at 5:00 p.m. in the House Fisheries Committee.
