Throughout the week House Finance Subcommittees have been “closing out” their work form-ing budget recommendations for the full Finance Committee. The committee then uses these reports in drafting a Committee Substitute to HB 300, the Governor’s operating budget bill.
We’re expecting that draft CS to be ready Monday, and public testimony on the bill will also begin. Testimony for communities who will need to phone in using “offnets” is scheduled for Tuesday from 2:45 to 3:45 p.m. Testimony from the Dillingham LIO is scheduled for Wednes-day from 3:00 to 4:00 p.m.

HB 20, my bill to make low-interest loans available to more fishers who want to im-prove their operations with more energy-efficient engines and equipment, had a successful hearing in the Senate Resources Committee on Wednesday. Several of the committee’s members spoke very suppor-tively of the bill, which was heard and held.
It is my hope that HB 20 will be brought up again soon. Assuming the next meeting brings answers to any additional questions members might have about the legislation, there is a good chance it will move on to Senate Finance. As you may recall, HB 20 passed the House in a unanimous vote last session.

Legislature Convenes in Juneau;
Parnell Delivers State of the State
On Wednesday night Governor Parnell deliv-ered his State of the State address to a joint session of the House and Senate. As usual, I listened closely for indica-tions that the administration will give rural Alaskan indi-viduals, communities, and industries the attention and focus they deserve.
On fisheries, the governor boasted that his Fish & Game budget for FY11 is strong enough to make sure our fish-eries managers will have the high quality scientific data necessary to make the right decisions. I will be working with my fellow House mem-bers on the Fish & Game Fi-nance Subcommittee to make certain that the department has all the tools it needs to ensure a healthy future for our fishing industries.

Energy Committee Hears from Mayors; Prepares Bills for Session
The House Special Committee on Energy held a hearing Tuesday in conjunction with the
Alaska Municipal League (AML) annual conference in Anchorage. The purpose of the meeting was to take testimony on what municipal leaders would like to see in energy legislation and a statewide energy plan. It was a great opportunity for our committee, as elected officials from all parts of Alaska were in Anchorage.

Attached is information related to the Bristol Bay Energy Summit that takes place this week in Dillingham. Along with the line-up of energy experts from throughout the state, a number of residents from the outlying communities are expected to be in attendance. Throughout the week there will also be a community potluck, a 50th year anniversary parade and a Native arts and crafts fair.

Energy Committees to Visit Kenai on August 7th
(ANCHORAGE) – The House and Senate Special Committees on Energy will hold a joint hearing at the Challenger Learning Center in Kenai on August 7th. It will be the latest in a series of field hearings across Alaska seeking public testimony on a statewide energy plan.
Senate Energy Chair Sen. Lesil McGuire, R-Anchorage, and House Energy Co-chairs Charisse Millett, R-Anchorage, Bryce Edgmon, D-Dillingham, are inviting all Kenai Peninsula residents to attend the meeting and testify about what a statewide energy plan should look like.
